About Us

Creation

The Red River Groundwater Conservation District (the “District”) was established by the 81st Texas Legislature under the authority of Section 59, Article XVI of the Texas Constitution and in accordance with Chapter 36 of the Texas Water Code (“Water Code”). Its creation was formalized through the Act of May 25, 2009, 81st Leg., R.S., ch. 884, 2009 Tex. Gen. Laws 2316, and codified at Tex. Spec. Dist. Loc. Laws Code Ann. ch. 8859 (the “District Act”).


The District was established by the Texas Legislature to serve a public purpose and benefit, playing a critical role in achieving the objectives outlined in Section 59, Article XVI, of the Texas Constitution. Its jurisdiction encompasses Fannin and Grayson Counties, Texas, ensuring that all lands and properties within these boundaries benefit from the District’s projects and initiatives.

Location and Extent

The District's jurisdiction aligns with the boundaries of Fannin and Grayson Counties, Texas, encompassing an area of approximately 1,878 square miles and serving a population of 173,114.
